Your treatment will be carried out by a Doctor of Physical Therapy (DPT) only. Never by a tech or an aid. Your DPT has earned post-doctoral level certifications in orthopedics, strength and conditioning, movement assessment, sports therapy, manipulation and mobilization, dry needling, manual therapy, and performance.

Dr. Victoria “Tori” Marks, PT, DPT, XPS

Dr. Tori Marks began her career at the University of Maryland School of Medicine in Baltimore where she graduated with a Doctorate in Physical Therapy (DPT). She is a highly skilled clinician with a passion for enhancing the lives of patients through evidence-based practice and personalized treatment plans. Tori combines academic excellence with practical experience to provide comprehensive care across various musculoskeletal and orthopedic conditions. 

After receiving her doctorate, she completed specialized training in working with athletes of all skill levels and further developed her strength and condition programming expertise with her Exos Performance Specialist (XPS) certification. She also holds a FIFA Medical Diploma, applying her love of soccer to ensure the best level of care for all players. Tori is trained in Functional Dry Needling through Evidence in Motion to optimize recovery and performance, no matter what your diagnosis.

Meet the Team

Dr. Dylan Marks, PT, DPT, OCS, FiT, XPS, SFG-1, Cert VCS

Owner, physical therapist

Dr. Dylan Marks founded Spartan Rehab and Performance as his answer to deliver elite care to the sports performance and healthcare population.

After receiving his doctorate from the University of Maryland School of Medicine, he completed a year-long post-graduate orthopedic clinical residency program through Evidence in Motion (EIM) of Health Professions. Less than 10% of orthopedic physical therapists throughout the U.S. graduate from orthopedic residency programs. Upon completing his residency, Dylan became a board certified Orthopedic Clinical Specialist (OCS) recognized by the American Board of Physical Therapy Specialists.

Dylan is a currently completing completing his fellowship to become recognized as a Fellow through the American Academy of Orthopedic Manual Physical Therapy (FAAOMPT). There are currently only about 500 physical therapists in the country with both the OCS and FAAOMPT credentials.

Dylan is a Champion Performance Specialist (C-PS), earned by studying from the prestigious sports physical therapist Mike Reinold, which expands his clinical expertise in sports medicine and performance working with athletes of all ages and levels. Dylan is a Strongfirst Gyria (Kettlebell) Instructor (SFG-I). Dylan is an Exos Performance Specialist (XPS) which specializes him to work with athletes of all levels. Dylan is trained in Functional Dry Needling to help assist athletes and patients to get the most out of their bodies for both performance and recovery.

TREATMENT PHILOSOPHY

Everyone has a unique story and goal. At Spartan Rehab and Performance, we take the time to explore these two concepts in order to create an individualized plan that is developed to help you achieve your specific goals. 

No “cookie-cutter” plans are used here. One size does not fit all, but with proper planning every goal is attainable. We use a combination of evidence-informed practice and clinical expertise to develop a stepwise progression towards better movement and performance that is tailored to you and your goals. 

Dr. Marks’ diverse clinical background and personal experiences allow him to serve a plethora of clients. He has pursued ongoing post-doctoral training in a variety of topics that allows him to evaluate and treat all patients from professional athletes to chronic pain management.

The most important concept and founding principle of Spartan Rehab and Performance is to keep the focus on YOU. Spartan was developed as a solution for better care, to directly and more comprehensively assist the individual. The goal is not just recovery, but advancement to becoming the absolute BEST version of yourself – whatever that means to you.

We are an out-of-network provider, which means that we do not accept any insurance or Medicare/Medicaid.

Many insurance plans provide benefits for physical therapy services provided by out-of-network providers. If your coverage is a PPO (Preferred Provider Organization), POS (Point of Service) or a HMO plan that allows you to go out-of-network, you may have some benefits to cover services provided. Your particular out-of-network insurance benefits can be determined by either reading your policy or contacting your insurance company’s benefits office.

We can provide you with a receipt for each appointment that can then be submitted to your insurance provider for out-of-network reimbursement. If you’re unsure if you are eligible for out-of-network reimbursement, we encourage you to contact your insurance company directly.

The reason we have chosen to not work with insurance is in order to provide you with the highest skilled service possible without being restricted by a third party. The goal is to provide you with the treatment that you need, not what a third party dictates. In order for many clinics to stay afloat during the past years with the recent decline in reimbursement, they have been forced to increase patient volume to remain afloat losing the 1-on-1 aspect of patient care for a full hour session.

In traditional clinics and gyms, clients are seen 2-3 times per week over a few months with copays ranging anywhere from $20-50 per visit. Add up all the money you spend on co-pays and all the time you invested going to the clinic or gym, and the cost becomes quite substantial. In many clinics, these visits are scheduled with overlapping patients and passive treatment interventions (such as hot/cold packs), biking on your own, group exercise classes, or stretching on your own or with an assistant or technician supervising you if needed.

Rather then conforming to this model, YOU are the focus of our model. We are not only going to treat your symptoms, but we are going to take the time to determine the root cause of your symptoms and every contributor. We will develop a plan together to not only control your symptoms, but also eradicate the WHY your symptoms are there. Due to the fact that we have extended one-on-one time together, typically you only need to see us 1-3x/month or as needed periodically. The outcome is less visits needed, less time spent driving to and from a clinic, more cost effective, and better care. For the committed person, we believe that this model is more effective and guarantee you will be pleased with your results.

No! We highly encourage you to attend a session even if you don’t have a major issue. You go see your physician for a yearly physical. Let us perform a “movement physical” and find issues before they become a major problem. It is always easier to do mainteance work then fix an injury.

No, as only Doctors of Physcial Therapy are employed at Spartan Rehab and Performance, patients have direct access to their physical therapists without requiring a script. We always happily collobrate with your physician or other members of your healthcare team when appropraite.

You will first complete an intake form for us (prior to the first session). Initial evaluations will begin with a discussion with your treating physical therapist about why you are attending a session, what your goals are, and how we can best assist you. After, we will perform various tests to determine the ROOT cause of your dysfunction (range of motion, strength testing, soft-tissue mobility, stability, movement ability) followed by treating the issue DAY 1.

Payment is due at the beginning of each appointment. Appointments can last anywhere from 60-90 minutes but can be adjusted to fit your schedule if needed.

Accepted forms of payment include: cash, checks, major credit card companies, HSAs and FSAs that carry a major credit card logo, Zelle, and Venmo.

Please wear comfortable, loose fitting clothing, think what you may wear to the gym. Depending on what body part we are treating, please try to make sure that we can expose that area for treatment easily.

By the end of the first session in almost all cases. Our therapists use a test re-test strategy to immediately determine your response to treatment and treatment effecitveness/help with developing your home exercise program.

This depends on your initial evaluation. At the end of your first session, your physical therapist will discuss your optimal plan of care with you and outline what a treatment schedule would look like. To help mitigate costs, we offer an 8-pack of sessions at a discounted rate which your therapist will discuss with you or you can decide to go session-by-session.

You must notify us at least 24 hours in advance to avoid getting charged for the session. No-shows and last minute cancellations negatively affect other patients who are attempting to recieve treatment by wasting a slot. Both your time and our time is valuable, thank you for your consideration.
